The government is set to introduce a simplified GST registration facility for small e-commerce sellers from 1 November 2026, allowing eligible businesses to expand across states without establishing separate physical offices. Under the proposed Rule 14B, sellers can use an e-commerce operator's warehouse as their principal place of business, subject to prescribed conditions and a monthly ₹2.5 lakh tax-credit-related limit.
The Central Government is set to introduce a simplified Goods and Services Tax (GST) registration mechanism for small e-commerce sellers from 1 November 2026, following recommendations made during the 57th GST Council meeting held on 8 October 2026.
According to a senior Finance Ministry official, the necessary system modifications have been completed, and the new facility is expected to become operational on the GST portal from November 1.
Under the proposed Rule 14B of the CGST Rules, 2017, eligible small sellers supplying goods through Electronic Commerce Operators (ECOs) will be permitted to obtain GST registration in other states by declaring the e-commerce platform's warehouse as their Principal Place of Business (PPoB).
This will eliminate the requirement to establish separate physical offices or shops in every state where their goods are stored.
The optional facility will be available to eligible sellers subject to the prescribed ₹2.5 lakh monthly limit and other conditions. Applicants must already have a regular GST registration and physical business presence in their home state. Registration under the scheme will be restricted to supplies made through e-commerce platforms.
The mechanism will also require consent from the concerned e-commerce operator, biometric Aadhaar authentication and verification in the seller's home state, as applicable.
Applications will be processed electronically through the GST portal, with system-based approval after the prescribed verification requirements are fulfilled.
The government is expected to issue detailed notifications and procedural guidelines for implementing the new registration mechanism.
The reform is intended to simplify GST compliance, reduce registration difficulties and enable small online sellers to expand their businesses across India.
