The Goods and Services Tax Network (GSTN) has issued an advance advisory dated September 19, 2026, regarding the availability of emSigner version 3.3 for taxpayers and tax officers using Digital Signature Certificates (DSCs) on the GST Portal.
The updated software is being introduced to ensure compatibility with digital signature USB tokens issued on or after September 21, 2026. The upgrade is particularly relevant for users receiving newly issued or renewed digital certificates on replacement dongles.
Existing DSC Users May Continue with Current emSigner
GSTN has clarified that users whose existing digital certificates and USB tokens are functioning properly as of September 21, 2026, are not required to immediately upgrade their emSigner software.
However, users experiencing digital-signature failures or unable to view their certificates despite correctly installed token drivers may upgrade to emSigner version 3.3. The new version is backward compatible with existing supported USB tokens.
Upgrade Mandatory for Newly Issued DSC Tokens
Users receiving new USB dongles on or after September 21, 2026, including those obtaining fresh certificates or renewing certificates through replacement tokens, are required to install emSigner version 3.3.

GSTN has stated that older emSigner versions will not support newly issued DSC dongles covered by this advisory.

The advisory also lists compatibility with supported versions of Internet Explorer, Firefox, Chrome, Safari, Opera, and Microsoft Edge.
Existing DSC Validity Remains Unaffected
GSTN has further referred to the Controller of Certifying Authorities (CCA) advisory concerning the migration from FIPS 140-2 to FIPS 140-3 security standards.
Digital Signature Certificates downloaded onto FIPS 140-2 dongles on or before September 21, 2026, may continue to be used until their expiry. The transition date does not automatically invalidate existing certificates.
Fresh issuance or subsequent renewal generally requires FIPS 140-3 compliant dongles, subject to applicable exceptions under the CCA's migration advisory.
